Republican in Palisades Park survives challenge and is sworn in to council

PALISADES PARK — A Republican who formerly served on the Board of Education was sworn in as a council member after a recount request by a longtime councilman was denied by a judge. 

Stephanie Jang took the oath of office Monday after defeating Councilman Jongchul Lee by 24 votes in the November election.

Lee, who was first elected to the council in 2009 and has served in many roles, including deputy mayor, sued for a recount last month. 

Lee filed for a recount on Nov. 23 but was denied and told it was after the deadline. 

Under New Jersey law, candidates have 17 days to apply for a recount if they "have reason to believe that an error has been made in counting the votes of that election."

Lee's attorney, Stephen F. Pellino, has filed for a motion to reconsider and said he believes the 17 days should be counted after the election has been certified, not from the election date. 

But a judge in December denied the request, holding firm on the deadline. The judge, however, said Lee and his attorney had until Tuesday to present any evidence of potential vote fraud, which they declined to do. 

Last year, Jang was investigated on vote fraud allegations involving mail-in ballots in the primary election. The status of the investigation is unclear. Jang has previously said she never received an official letter or phone call regarding the investigation and doesn't know its status.

'Fresh start'

Council President Chong "Paul" Kim, a Democrat, was sworn in on Monday to his second council term.

"Thank you, the good people of Palisades Park, for giving me a fresh start and a renewed chance to listen more carefully, to speak up for the people and to make things right where they were wrong," Kim said.

He said his first term was about learning and pledged that his second term would be about "planning and execution" to improve the quality of life. His focus will be on adding public services, improving infrastructure and doing more for the school system.

"Let's just do more to make assurances to the people that we want the same thing, a better and brighter future for Palisades Park," he said. 

Jang, who immigrated from South Korea with her parents and sister 42 years ago, said she raised her children in Palisades Park and first became a public servant in 2007, for the Board of Education.

She said she had spent two sleepless nights reading the nearly 80-page agenda ahead of the meeting and commended the council members for their countless hours of service over the years. 

"Today I take a new step as a councilwoman. I'm aware that every journey of 1,000 miles starts with a single step," Jang said. "I will spend tireless hours learning and listening to the residents with my heart and head."
